Oleh Nivievsky: Efforts of Local Governments in Ukraine to Respond to the Wartime Challenges
28.10.25, 11 am to 1 pm, GD Hs 08, Gräfin-Dönhoff-Building, Europaplatz 1, 15230 Frankfurt (Oder) UKRAINE LECTURE SERIES The financial burden of the war with Russia, national defense, reconstruction, and recovery has significantly strained both national and local budgets of Ukraine. As part of Ukraine’s decentralization reforms, local governments have been granted increased fiscal authority but also bear greater responsibility in mobilizing local revenues. Our study provides the benchmarking framework of local governments' tax potential and efforts in Ukraine, offering an instrument for systematic monitoring and informed policymaking. Existing assessment methods used by the government and alternative expert-developed approaches provide inconsistent results and lack solid methodological approach. By addressing a critical gap this research contributes to the development of a more reliable performance measurement framework for local communities and governments to support Ukraine’s post-war recovery and economic sustainability.
